ISLAMABAD, July 7: Allama Iqbal Open University (AIOU) and the Polytechnic University of the Philippines (PUP) have signed a Letter of Intent (LOI) to strengthen academic cooperation, expand research collaboration and promote excellence in Open, Distance and e-Learning (ODeL).The agreement was signed during a virtual ceremony by AIOU Vice Chancellor Prof. Dr. Nasir Mahmood and PUP President Dr. Manuel M. Muhi. The partnership lays the foundation for long-term collaboration in research, faculty and student mobility, knowledge exchange and institutional development.The ceremony featured presentations highlighting the academic achievements and international initiatives of both universities. Dr. Zahid Majeed, Director of AIOU’s Directorate of Collaboration and Exchange, and Prof. Dr. Zafar Iqbal Lillah, Chairman of the Department of Distance, Non-Formal and Continuing Education, briefed participants on AIOU’s academic programmes, research strengths and global outreach.
Speaking on the occasion, Director Quality Enhancement Dr. Saima Nasir said international academic partnerships are vital for improving the quality of higher education and research. She expressed confidence that the collaboration would enhance institutional capacity, promote the exchange of best practices and strengthen quality assurance.Vice Chancellor Prof. Dr. Nasir Mahmood stressed that the success of international agreements depends on their implementation rather than the number of MoUs signed.”We are not interested in signing agreements merely for the sake of numbers. The real value of any partnership lies in its implementation and the tangible benefits it delivers to students, faculty and researchers,” he said.Under the five-year agreement, both institutions will collaborate on joint research projects, faculty and student exchange programmes, conferences, seminars, webinars, workshops, curriculum development, scholarly publications and online learning initiatives. The partnership also includes collaborative supervision of research, professional development programmes and the sharing of educational resources and expertise in Open, Distance and e-Learning.
The LOI also provides for international research conferences, editorial cooperation, participation in global research networks and cross-cultural student engagement through virtual exchanges and immersion programmes.The agreement includes provisions on intellectual property rights, institutional branding, data protection, implementation mechanisms and collaborative research governance. It also clarifies that each university will bear its own expenses for joint activities.The virtual signing ceremony was attended by AIOU’s registrar, deans, directors, chairpersons, professors and principal officers, reaffirming the university’s commitment to expanding its international academic partnerships and promoting excellence in research and distance education.
