ASHGABAT: Turkmenistan has outlined a broad set of diplomatic, political, climate, transport and humanitarian initiatives that it plans to advance during the upcoming 81st session of the United Nations General Assembly.The Ministry of Foreign Affairs of Turkmenistan has presented a comprehensive list of priorities aimed at strengthening multilateral cooperation, preventive diplomacy, sustainable development and international dialogue.A central proposal is the Universal Peace Strategy, under which Turkmenistan calls for interstate consultations under UN auspices to develop a common peacebuilding framework based on peace, security and preventive diplomacy.
Ashgabat has also proposed declaring 2027–2037 the Decade of Confidence-Building and Conflict Prevention, seeking to place dialogue and preventive diplomacy at the centre of international efforts to address emerging conflicts.Another proposal involves establishing a Group of Friends of Multilateralism within the UN to promote the principle of sovereign equality among states.Turkmenistan also plans to advance the University of Peace and Neutrality project, including the establishment of an Academic Center for Peace and Neutrality at the Institute of International Relations of the Ministry of Foreign Affairs.On emerging technologies, Ashgabat has proposed an International Code on Artificial Intelligence (ICAI) under UN auspices.
The initiative would focus on rules for the peaceful use of artificial intelligence in diplomacy and international relations, alongside an expert dialogue in Ashgabat on digital trust and responsible AI use.Turkmenistan is further expected to submit a draft UN General Assembly resolution concerning preventive diplomacy and the role of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), which is headquartered in Ashgabat.
In the area of sustainable transport, the country has proposed continued development of a Global Atlas of Sustainable Transport Connectivity as part of the UN Decade of Sustainable Transport 2026–2035.Ashgabat also supports the establishment of an International Centre for Logistics and Customs Cooperation in Turkmenistan under UN auspices, aimed at facilitating sustainable trade and improving regional connectivity.Another major proposal focuses on developing a transregional transport corridor connecting South and Central Asia with Europe through the Caspian Sea.Climate and water security are also among Turkmenistan’s priorities. The country has proposed establishing an Ashgabat Climate Dialogue as a permanent multilateral platform for climate initiatives, particularly addressing drought and water scarcity.
Turkmenistan is also seeking consultations on a high-level meeting dedicated to “Stable Energy for All,” reflecting its focus on energy security and sustainable access to energy.In addition, Ashgabat has proposed an international forum in Turkmenistan in preparation for the 2028 Year of International Law, focusing on the relationship between international law, disarmament, neutrality, preventive diplomacy and sustainable development.The Ministry has also highlighted preparations for Turkmenistan’s candidacy for non-permanent membership of the UN Security Council for 2031–2032, alongside the country’s current ECOSOC term for 2026–2028.On the humanitarian front, Turkmenistan intends to further develop the Central Asian Women’s Dialogue and Central Asian Youth Dialogue in line with broader UN agendas.The wide-ranging agenda reflects Turkmenistan’s effort to strengthen its engagement with the United Nations and promote its longstanding foreign-policy priorities of neutrality, preventive diplomacy, multilateralism, regional connectivity and sustainable development.
