Provision of Information to Citizens is a Fundamental Responsibility of the State, Says Iqbal Hussain Khattak

Mardan: Additional Deputy Commissioner (Human Rights) Mardan, Iqbal Hussain Khattak, stated that under the Khyber Pakhtunkhwa Right to Information Act 2013, citizens have a constitutional and legal right to access information from public institutions. He said this right not only promotes transparency but also plays a key role in strengthening the democratic system.He emphasized that without access to information, public accountability is not possible, nor can the vision of good governance be realized.

He expressed these views while addressing a seminar titled “Safe, Free and Effective Media,” organized in a local hall in collaboration with the non-governmental organizations IRSP and TDEA.The seminar was attended by representatives of government departments, civil society members, workers from various political parties, lawyers, students, teachers, and former local government representatives, both men and women, in large numbers.In his speech, Iqbal Hussain Khattak further said that the Right to Information law is an effective tool for building trust between the public and the state. He added that it is the responsibility of public institutions to provide timely and accurate information to citizens to eliminate misunderstandings and ensure swift resolution of public issues.Praising the role of the media, he said that only a free, responsible, and professional media can bring positive change in society.

He added that the Government of Khyber Pakhtunkhwa is taking serious measures to ensure citizens’ right to access information, including efforts to enhance the capacity of relevant institutions.Other speakers at the seminar included Principal of Government Degree College Takht Bhai, Professor Muhammad Abrar; Rahat Khan of WSSCM; Abbas Shah from Rescue 1122; PML-N leader Taj Ghani Advocate; Nazia Shah; IRSP Program Manager Aziz Ahmad; civil society representative Muhammad Arif; Fayyaz-ul-Islam, and others.

They highlighted in detail the importance, effectiveness, and practical implementation of the Khyber Pakhtunkhwa Right to Information Act 2013.The speakers stressed the need to raise public awareness about this law so that people can better understand and exercise their rights.On this occasion, IRSP Program Coordinator and Advocacy Manager Muhammad Ismail briefed the participants on panel discussions held in educational institutions of Mardan regarding the Right to Information Act 2013. Muhammad Ismail and Aziz Ahmad also presented a report on the outcomes and recommendations of a three-and-a-half-month project.They stated that it is essential to inform the younger generation about their right to access information, as they are the future leaders of society. He added that IRSP is creating awareness among students through seminars, workshops, and awareness sessions in various educational institutions.

Muhammad Ismail further said that a strong and active media not only highlights citizens’ issues but also keeps a check on the performance of government institutions, which is vital for strengthening the democratic process. He added that there is a need for joint efforts to address challenges faced by the media, particularly limited access to information, journalists’ safety, and professional freedom.During the program, speakers also emphasized the importance of specifically raising awareness among women, youth, and marginalized communities about the Right to Information law so they can actively play their role in securing their rights.At the end of the seminar, a shield was presented to the chief guest, Iqbal Hussain Khattak.

Awareness banners and informational material regarding the Khyber Pakhtunkhwa Right to Information Act 2013 were also distributed among officials and participants.The speakers reaffirmed their commitment to continue organizing such programs in the future to promote transparency, accountability, and the rule of law in society.
