Rawalpindi: President of the Rawalpindi Chamber of Commerce and Industry (RCCI), Usman Shaukat, has urged the Government of Punjab to reconsider and extend the implementation date of the newly introduced land record transaction system, scheduled to take effect from July 1, 2026.In a statement, President Usman Shaukat expressed reservations over the Punjab Board of Revenue’s decision to discontinue the issuance of Record-of-Rights Extracts (Fard) for transactional purposes in most districts of the province.
Under the new policy, only the Green Property Certificate and Property Reports issued under the Punjab Land Records Authority (Management of Land Records) Regulations 2025 will be accepted for land transactions.He said that while digitization and modernization of land records are positive reforms, the abrupt implementation has created uncertainty among property owners, buyers, sellers, and other stakeholders.”The business community and the general public have not been adequately informed about this significant policy shift.
Many citizens are still unaware of the new documentation requirements, which could lead to unnecessary delays, confusion, and disruption in property transactions,” he stated.Usman Shaukat emphasized that such an important administrative change requires a comprehensive public awareness campaign, proper training for stakeholders, and sufficient time for a smooth transition.The RCCI President appealed to the Punjab Government and the Board of Revenue to extend the implementation deadline and launch an extensive awareness campaign to educate the public, legal practitioners, property dealers, banks, and relevant institutions about the new system before making it mandatory.
